What is clear communication?
Whether it's internal or external communications, don't write anything until you have a clear understanding of who you are writing for and why you are writing (audience and purpose).

Of course your content is vital  what you include and the language and tone you use. Your content needs to be completely focused on the audience and purpose which means leaving out anything that doesn't do so. And it needs to be written in plain language. 

But content is not the only essential element. How you structure your content and your choice of layout and design are equally important. These will have a huge impact on whether your audience will even bother reading it and whether they will find (and then understand) the information they need.

Who is your message for?
What is its purpose? 
How do you want it to sound?
Will your audience (customers?) be compelled to read it? 
Will they find and understand the information they need?

Will they know what you want them to do next?
